This shrine is only available after completing the Vah Naboris dungeon. When that quest is complete, travel south from Gerudo Town to find the Sand-Seal Rally. Talk to the proprietor, Shabonne, and accept her challenge — this is a Sand Seal race track, and victory gives you access to an ancient orb to activate this particular shrine.
Rent a Sand Seal from Gerudo Town and begin the race. Shabonne charges 60 rupees per attempt. To win, you’ll need to complete the track in 1:30. Follow the arches and keep your Sand Seal dashing — you’ll have to periodically press [A] to keep that seal motivated.
It’s okay to take your time in the rocky areas. If you crash, quickly press [A] to re-board your seal and get moving.
If you’re able to win, grab the glowing ancient orb and place it in the pad to open up this hidden shrine. Like many of the others that require shrine quests, this is a “blessing” — no puzzles, and a free chest.
