According to Ubisoft Montreal, Watch Dogs on the Wii U will be very similar to versions on other consoles. Senior Producer Dominic Guay said in an interview with Digital Spy that every version of the game that ships will include several core features the team wants in the game, including the complex city hacking that looks so interesting:
So the connectivity between players with mobile devices, the way you can control the city, the immersion, all those are core and on any platforms we're going to ship on we're going to make sure we nail those pillars down.

Of course, the Wii U GamePad seems to be a good fit for this kind of game, since protagonist Aiden Pearce does use a touchscreen device to do his hacking. And while the GamePad is a little bulkier than the kind of smartphone Pearce seems to favour, it isn't hard to imagine how it might be used. Like in ZombiU, looking down at the GamePad to perform particular functions within the game would make the experience more immersive than just pulling up a virtual phone on the TV screen. While Guay says the team hasn't decided exactly how the GamePad will be used in the Wii U version of the game, he's confident it'll be a natural implementation:
We're still investigating how we'll use the tablet on the Wii U, but with the things I mentioned before, for us it's not going to be a weird stretch.
We'll find out whether the Wii U version of Watch Dogs can hope to live up to the rest (including the version that will ship on the PS4) when Ubisoft Bucharest is finished with the port – which is apparently already working on the console – and we get to see it in the flesh. Will the GamePad features tempt you to buy the game on the Wii U? Or will you hold out for the possibility of SmartGlass implementation on the Xbox 360, or settle for using the touchpad on the DualShock controller for the PS4?
