To keep London from falling into chaos, you’ll need medicine in Vampyr. There are nine different types of medicines in Vampyr, but only two extra recipe books you’ll need to concoct the cures. These recipe books are shockingly easy to miss. If you don’t search every body and cupboard in your Act 1 adventures, there’s a pretty good chance you’ll miss these one-time-only medicines.
And missing medicine is bad news for London. Everyone you meet in the city can exhibit symptoms of the Spanish Flu, a terrible disease that’s killing scores of people in London. If you want to stop the spread of disease, you need to provide the dying with medicine.
If you don’t have the proper medicine unlocked, it’s impossible to cure them. If you don’t cure symptoms, they’ll become worse, and harder to cure. While resting, the stability of the region will also degrade if you don’t cure people. If the region falls below the “Critical” line, you’ll lose investigations, NPCs to talk to (or drink blood from) and cause killer creatures to stalk the streets. Nobody wants that.

How To Unlock All 9 Medicines | Cure Recipes Locations Guide
Cures are an important part of Vampyr. Without all nine medicines unlocked, some NPCs cannot be cured — and their condition will continue to get worse, causing the region stability to lower and for their sickness to spread.
To stop the spread of sickness and raise the stability of a region, you need to give NPCs cures. From your menu, scroll to the NPCs lists for each area to quickly survey which NPCs are sick. A yellow marker will show you which NPCs are currently sick. To cure them, craft the matching treatment medicine and talk to them. Press [R1] to offer the cure to the NPC.
After an NPC has been given a cure, they’ll enter the “recovering” state. That means they’ll recover next time you sleep in a hideout bed.

She requires antiseptic — she’ll send you into the old morgue basement to find supplies. Down below, you’ll find a difficult Skal boss. In the boss room, look in the container in the back-right corner. You’ll find the recipe — use it at the workbench to unlock tier 2 medicines.

Search the corpse to gain the tier 3 recipe.
