Bandai Namco has shared plans for Naruto Storm 4 DLC on their Japanese site.
There is no confirmation as of yet if these will be exactly the same DLC packs that will be available outside Japan. Barring localization changes, we should just assume that this will be the case.
There are three DLC packs confirmed in total, each worth 200 yen, or $ 6. Here are the DLC pack contents:

- Set of items that can be exchanged in-game for costumes, etc.

Japanese consumers can buy each pack individually, or get a Season Pass. No discount for the Season Pass, but it comes with another, presumably popular, Combination Technique. Now, the intereting thing may be that this Combination Technique could be used by DLC characters, making the pass a prerequisite to getting it.
Naruto Storm 4 will be released on February 9, 2016, on PlayStation 4, Xbox One, and Windows.
