Framerate is kind of a big deal for gamers, especially detail-oriented PC gamers, as high framerates (60fps and above) allow for better, smoother experiences that bring the gaming experience closer to real life. Achieving high framerates in games like the upcoming Fallout 4 can be accomplished through pricey GPUs and CPUs.
Some games have a tendency to cap their framerates for the sake of maintaining parity between platforms, but this is usually between the PlayStation 4 and Xbox One, and not the PC, due to the limitations of console hardware. Few games ported to or developed for the PC have their framerates capped because gamers on a wide variety of hardware are capable of running these games well beyond the 30fps consoles tend to be capped at.
Earlier today several news outlets reported on a story about how Fallout 4 was being restricted to 30fps and 1080p on the PC based on an unverified story published on Digital Spy.
Anyone who's ever been a fan of Bethesda games will know that the story didn't have any legs, but that didn't stop publications from running the story without gathering proper verification directly from the source: Bethesda.
The story is untrue, and Bethesda has been quick to issue a statement that the upcoming post-apocalyptic role-playing game will be set to run at 1080p/30fps only on consoles, while the PC version will not be limited in either framerate or resolution.
Fallout 4 is 1080p & 30fps on Xbox One and PS4. Resolution and FPS are not limited in any way on the PC.

Needless to say, you'll be able to run Fallout 4 in glorious 4K at unlimited FPS provided your PC gaming rig (powered by either AMD or Nvidia, it matters not) can support the specs.
