Are you eager for Fallout 4 coming up on this E3? Some fans want to share a reminder to curb that enthusiasm.
As far back as December 2013, Bethesda’s official Twitter account shared this message:
PSA: If you don’t hear it through an official channel like this, assume all rumors and speculation are false.

As this reddit points out, that message was made then because fans expected too much from Bethesda, so much so that they had to curb that excitement for something they might not have been ready to deliver.
Of course, Bethesda cannot take back their E3 plans. While their E3 2015 FAQ makes no mention of what they will be announcing, there is no turning back on a grand E3 annnouncement to be made.
Bethesda has been careful not to make mention of Fallout 4, even going out of their way to omit it in their E3 promotional materials. Still, the rumors persist, with the most recent one attached to news Bethesda specifically registered to present an RPG for Windows, PlayStation 4, and Xbox One. Note that The Elder Scrolls Online perfectly qualifies for this definition.
The one odd source that claimed a Fallout 4 reveal was confirmed made reference to another game, Dishonored 2. However, this source claimed that Dishonored 2 was getting indefinitely delayed as well.
In the end, while putting evidence together can lead to reasonable conclusion that Bethesda will show Fallout 4 at E3, it’s still too much to actually expect it to happen.
