One of Star Wars Battlefront 3’s developers has sought to quell skepticism about DICE’s plans for the game.
Jesper Nielsen does not work for DICE, but one of their support studios, Uprise. On reddit, he addressed growing concerns that a huge amount of the content planned for Star Wars Battlefront 3 will not be available at launch, and will be sold as DLC later.

No. Please don't make me break what I can and cannot say, but if you think there's anything we're not including in the game to save it for DLC, I can tell you you're 100% wrong. In this project, I've never heard anyone say "Let's not do this for launch so we can do it as DLC instead". Ever.
Nielsen also addressed concerns that this was precisely what they did for The Battle of Jakku. While Jakku will be free DLC, fans allege that DICE could release the content with the main game and have chosen not to, perhaps for marketing purposes.
Nielsen explains that the devs who worked on The Battle of Jakku were separate from the main team. The idea for the Jakku maps came in later in development, so EA simply did not have the capacity to add it to the main game and make their release date. EA could have opted to delay the release just for this content. They decided to release the game on time and get the DLC out as soon as possible instead.
Of course, the elephant in the room Nielsen does not address is the distrust gamers have of DICE, especially coming off the heels of Battlefield 4. Fairly or not, DICE is currently known for shipping games with many bugs, making them virtually unplayable at launch. Whether this proves true of EA’s first Star Wars contract game remains to be seen.
