During the Hyrule Warriors Direct on Monday, Nintendo broke the news that Link and Zelda's costume packs would be distributed amongst various retailers. We know two of the three outlets that will offer free DLC as a pre-order bonus: GameStop will hold onto the Ocarina of Time pack, while Amazon (this is the Canadian page, though it makes sense that the American one will do the same) will guard the Twilight Princess pack. No word yet on who will offer the Skyward Sword set, but current speculation points to Best Buy.
This surely comes as a disappointment to fans who appreciated that Nintendo had yet to dive into the "retailer-exclusive DLC" ocean. What's even more disappointing is that Japan has the option to obtain all three costume sets at once via the Premium and Treasure Box special editions of the game, neither of which have been announced in the States. Meanwhile, Europe is getting a special edition that includes the scarf, though no costume DLC has been promised for it. At the very least, all the DLC should become available for purchase at a later date.
