Invites for Dragon Age Keep's beta program will be arriving in some applicants' email inboxes or spam folders today.
BioWare Edmonton's director of online development Fernando Melo tweeted:

Dragon Age Keep is designed to allow Dragon Age: Inquisition players the chance to create customised save files incorporating the choices made in Dragon Age: Origins and Dragon Age 2.
BioWare presumably decided to do this for PS4 and Xbox One players who would otherwise be unable to import saves from the previous games of last-generation consoles.
Dragon Age: Inquisition is set for release this Autumn on PC, PS3, PS4, Xbox 360, and Xbox One. It's not currently known when Dragon Age Keep will be available to everyone but presumably it will be at some point before the game launches.
