Every Call of Duty game in recent years has played host to a co-op mode. Modern Warfare featured Spec Ops, while Black Ops and its sequel came ready with Zombies—a mode that sees up to four players group together against waves upon waves of zombies.
The upcoming Call of Duty: Ghosts will also feature a co-op mode, although it's unknown in what capacity it'll be in. Responding to a question on the official Twitter account, Infinity Ward's Community Coordinator Candice Capen confirmed that the upcoming game will feature a cooperative mode of some sort.

Judging from the tweet, it may be safe to say that the game will not see the return of Spec Ops—at least not in its original format. If anything, we're likely to see an all new mode. As to when Infinity Ward will disclose that information, it still remains to be seen.
Call of Duty: Ghosts is due for release this November on the PC, Xbox 360 and PlayStation 3. It's also planned for a next-gen release on both the Xbox One and PlayStation 4.
