Cosmetics—which typically come in the form of weapon camos—are a big part of the customization options in Call of Duty titles, and Black Ops 2 is no different. Players will be able to customize their weapons with a host of cosmetic options in the game’s multiplayer mode.
b According to Treyarch’s game design director David Vonderhaar, cosmetics will have to be unlocked by challenges and not by levels as they typically were in the previous Call of Duty titles.
In response to a question posed to him by a fan, Vonderhaar made the following tweet to clarify how players will be able to alter their appearances:
All cosmetics, including weapon camo, are Challenge based. RT @d2ultimais camo tied to pure leveling? Or will it be challenge based. <snip>

So there you have it. You’ll have to complete challenges—like killing X amount of people with an assault rifle, for example—to unlock new cosmetics for the weapons you have.
Call of Duty: Black Ops 2 is set for a November 13 release on the PS3, Xbox 360 and PC.
