It looks like Gearbox was on top of what modders were planning to do with Borderlands 4. Or were they?

They Had Us In The First Half?
Last week, a rumor spread that a Borderlands 4 save file leaked from Gearbox. Because of this leak, modders believed that they could make a save editor immediately.
Modding like this isn’t as controversial in Borderlands 4 as it would be in competitive multiplayer games like Call of Duty. Because Borderlands is mostly a co-op franchise, you can’t exactly ‘cheat’ against other players.
Borderlands 4 doesn’t even have any PvP component. At least for now, you can’t even melee a party mate to challenge them to a duel in this one.
If you want, you can say you cheated yourself for not playing the game the way the devs intended. But some fans may argue that Borderlands 4’s endgame, particularly Moxxi’s Big Encore Machine, has taken away the drudgery of playing this wau.
Ultimately, it’s an issue for Gearbox and Take-Two more than it is for the gamers. As we argued last week, if Gearbox fills the need modders address, then the gamers won’t mess with modding anymore.
No Fun Allowed?
Borderlands modder and content creator EpicNNG made this surprising announcement over the weekend:

Whether it be intentional or not, it seems one of the most utilized methods of modding in Borderlands has seemingly been erased with BL4.
Not sure if it was intentional by GBX or not, but unless a workaround is found, modding may be in severe danger.
They Let This One Slip Though
But as it turns out, this early ‘fear’ proved to be false. Another Twitter user pointed out to EpicNNG that Gearbox wasn’t actually able to block modders from making cheats.
A few hours after that conversation, EpicNNG came up with a temporary HUD remover. In this way, Borderlands 4 content creators can take clean screenshots, but they can’t play this way live.
So Is Borderlands 4 Moddable Or Not?
We want to make sure you’re on the same page regarding this as we are. What happened here is that Gearbox took out one vulnerability. This could be related to the alleged save file leak. But there are other vulnerabilities that they haven’t caught yet.
“Cheating” in this game won’t necessarily ruin the game for everyone because of its co-op nature. But Gearbox will want to make sure they address issues that more malicious actors could exploit to go after their players.
We’ll find out in the coming weeks and months if Gearbox makes their position on modding public.
