A listing at Amazon UK seems to indicate Fire Emblem Fates will get only one version for release in Europe.

Our source claims that this notice only appears when you access this listing via mobile, and on a browser to boot. With all these qualifications, there’s enough reason to doubt the veracity of this information. It may be possible that Amazon is privy to some information on this regard, but even if it were true, Nintendo can always change these provisions.
Nintendo of America already confirmed that Fire Emblem Fates will come in “two versions of the franchise’s new installment” in a press release from June.
Is there reason for Nintendo to limit the game’s release in Europe? The ESRB’s equivalent content rating board in the European Union, PEGI, has more prohibitively expensive fees for games to get rated and cleared for release. Furthermore, UK, Germany, and Finland each retain their own rating boards on top of that.
This does not stand as proof that Fire Emblem Fates only gets one version in Europe, but at least we know there is a reasonable explanation for why Nintendo of Europe would do it. Nintendo in Australia also has prohibitively costly conditions to games published in the region as well, so they may also get only one version.
