Update: Horii just confirmed Dragon Quest 7 and Dragon Quest 8 on Nintendo 3DS will be released in French. This seems to be partial confirmation of a European localization, and makes it seem more likely it's coming to the US as well.

Dragon Quest creator Yuji Horii has cleared up the air about the much awaited Dragon Quest 11, but he also spared a word about the Nintendo 3DS remakes as well.
In a new interview, Horii confirmed that Dragon Quest 11 will be a game for home console. Please note that he did not rule out multiple consoles, merely that it won’t be a PC or mobile game.
Perhaps as a reaction to the reception of Dragon Quest 10 outside of the Wii, Horii also revealed that Dragon Quest 11 is a return to form. Therefore, it will return to traditional mechanics, and it will no longer be an offline game.
Dragon Quest 10 started you off as a human character in a traditional RPG quest, but at a certain point in the game, the game shifts into an MMO, which required a subscription. As of March 27, 2014, the game sold one million copies, but this makes for anemic sales for a Dragon Quest game. Square Enix brought Dragon Quest 10 to Wii, Wii U, Windows, Android, and Nintendo 3DS, but only in Japan.
Regarding Dragon Quest 7 and Dragon Quest 8 on Nintendo 3DS, Horii stated that Square Enix does know that Western fans want these games, and they are thinking about it.
