Arkham Community Manager CODA has released an official statement regarding issues with Batman: Arkham Knight’s PC port.
Simply put, Rocksteady is paying attention to the issues and is ensuring they will get fixed. Rocksteady also admitted to another studio handling the port, and that that studio is now working to fix these issues.
It wasn’t long ago that Ultra Street Fighter 4 also received a poor port on PlayStation 4, and was handled by a different developer, in this case, Other Ocean Interactive.
CODA did not mention the developer who worked on the PC port, but there is reason to believe it is Iron Galaxy. This is because an Iron Galaxy QA Tester listed Batman: Arkham Knight under his LinkedIn profile, essentially outing they were working on the game.
The credits to the game does name Iron Galaxy for providing PC support and additional engineering.
Lest you doubt Iron Galaxy’s reputation, they do actually specialize in ports. Just last 2013, they worked on ports for five games across PC, consoles, and mobile, as well as an original and exclusive Xbox One IP, Crimson Dragon. They have ported games as diverse as Dungeons and Dragons: Chronicles of Mystara, Bioshock Infinite, Destiny, and Killer Instinct Season Two.

We're aware that some users are reporting performance issues with the PC version of Batman: Arkham Knight. This is something that Rocksteady takes very seriously. We are working closely with our external PC development partner to make sure these issues get resolved as quickly as possible.
