If the idea of questing turns you off from playing The Elder Scrolls Online and you’d like nothing more than to jump straight into PvP, you might want to earn a few levels before you do just that.
To that end, the guild/gaming community VoTF has put together a guide (for the Ebonheart faction) that allows you to get to level to 50 in “around 20 hours” depending on how “efficient” you are with following the circuit and grinding levels. The circuit can be completed in groups of 2-4 players with minimal quest engagement.
That being said, you can get to Veteran Ranks and go back and complete the quests later on without any problem.
