Valve's Greg Comer told IGN that the company is not interested in making games exclusive to Steam OS or other Steam Machines.
"You won’t see an exclusive killer app for SteamOS from us. We’re not going to be doing that kind of thing,” Comer told IGN.
Anna Sweet from Valve also said that this was something they encouraged third-party developers as well. “Whenever we talk to third-party partners, we encourage them to put their games in as many places as possible, including not on our platforms," she said. "Because we think that customers are everywhere, and they want to put their games wherever customers are. That would go against our whole philosophy, to launch something that’s exclusive to SteamOS or Steam machines.”
Comer also added that it was kind of "silly" for developers to limit their titles to one platform's audience. In addition, it's also avoidable to see some titles that are only available on Steam when it comes to independent developers who can only afford to do one port.
