The official Call of Duty Twitter account has had a temporary name change, it's now the Current Events Aggregate and an unpaid Activision social media intern has been tweeting events in 2065 which lead up to Black Ops 3's story.
Events relate to an explosion in Singapore, which leads to the city's authorities declaring a state of emergency. It seems to be some kind of biological or chemical explosion, as a quarantine zone is established and soldiers in hazmat suits are dispatched to the area.

In the game you play as a blank state, and can be a woman for the first time in a Call of Duty campaign. It was recently announced that the PS3 and Xbox 360 versions of the game will not feature the campaign.
