Bethesda has said they're not yet ready to reveal PC specs for Fallout 4, as that would be "irresponsible". The publisher will only provide those details when they "reach some level of certainty as to what they are".
Those are the words of VP of marketing and PR Pete Hines on Twitter.

Hines was also asked about modding on PlayStation 4 and the game's performance on the console given Bethesda's games have traditionally not performed particularly well, especially at launch, on PS3 compared to other platforms.

Finally, he was asked about the game's recently announced season pass, with Hines noting that as a publisher, they've only done one previously, that for The Evil Within.
@kevin_briot I believe so. Keep in mind as a publisher we've only done this once: for The Evil Within. But I think that's how it'll work.
