UPDATE: Unfortunately, the rumor that this was a tease for Metal Gear Rising 2 has been debunked.
Journalist and insider Geoff Keighley has talked to Kojima Productions Senior Producer Ken-Ichiro Imaizumi, who said that this was not the case.

A teaser for Metal Gear Rising 2 came up in today's Taipei Game Show.
For a few brief seconds, this number 2 flashed on the exhibition livestream, in the same font as Metal Gear Rising Revengeance. As you can see, there was also a PlayStation 4 logo on the top right hand side of the stream.
Kojima was at the event to reveal Chinese localization of Metal Gear Solid 5: The Phantom Pain, but he was not on stage when this happened, and he did not share much details after. Of course, there's a chance that this isn't even what it looks like, but it seems highly likely that Metal Gear Rising 2 is coming to the PlayStation 4.
The original Metal Gear Rising Revengeance was released in 2013 for Windows, PlayStation 3, and Xbox 360. The game was developed by Platinum Games for Konami, and was critically acclaimed upon release. Kojima expressed satisfaction with the game's sales, although it never did as well as the main games he directly produced. Kojima frequently expressed interest in making a sequel, but explained he would have to come up with a story since Revengeance leaves no room for more story. Kojima also stated that if a sequel was happening, only Platinum would be allowed to make it.
