In a recent playthrough of the game, Michael Gamble tweeted that it felt like Mass Effect. Gamble referred to his playthrough as a milestone review, which seems to be jargon for a QA review. In which case, it's likely that it's somewhere between the middle to the end of development, as they would be more likely to frequently iterate than review in the initial stages.

Gamble also took the opportunity on Twitter to state that the rumors that the game would be Xbox One exclusive remain rumors. He also mentioned that he loves both his PS4 and Xbox One.
Information remains very sparse on Mass Effect 4, and if it hadn’t dawned on you yet, this may be due to EA wanting the focus to remain on Star Wars Battlefield until that game releases.
