GAME, video game retail giant in the United Kingdom, posted that all digital content owned on the PlayStation 3 will be carried over on to the PlayStation 4.

Others are still cautious if that meant digital games as well. If it is true that "all" digital content will be transferred to the PS4, then it's sensible to assume that it will be transferred along with video and music files.
For now, this is considered a rumor until someone from Sony confirms this report. However, it is hard to believe that a company as reputable and widely known as GAME would throw around false information so easily.
Earlier this year, Sony revealed plans to use Gaikai to allow backwards compatibility on their consoles. This could be what GAME was referring to unless they meant that players' digital games can be transferred and played without the streaming service.
The PS4 will be released on November 15th in North America and it is priced at $399.
