The majority of the gameplay in Batman: Arkham City will take place in the game's wide open streets, according to developer Rocksteady.
Speaking to PSM3 magazine, Batman: Arkham City developer Dax Ginn said building the larger world has been a "huge technical challenge" in contrast to their accomplishments in the Batman: Arkham Asylum.
He revealed that 80% of the game would take place out on the streets, with most of the game's interiors locked to specific missions throughout the game.
"This means you can begin the game and just start exploring," he said. "Plot is really important to us."
He explained that Rocksteady's objective was not to make a bigger world just for the sake of it. "We want to fill it with content, and there's no better world than Batman's universe to take inspiration from," he said.
"We have 97 people on the team, compared to 65 on the first game. Because we've decided to make such a large world we had to bring in more artists, animators and so on. It's been a pretty huge technical and creative undertaking for the team."
