Bloodborne producer Masaaki Yamagiwa has clarified an earlier statement from an interview regarding the game’s performance specs.
Just a day ago, he explained in an interview during the GameStart gaming convention that they had not yet finalized specs (resolution and frame rate) for the action RPG. He did say that they were probably going for 30 FPS since they found it was the best framerate for action games. He also added that they were not targeting 60 FPS, as they felt this was a framerate that better suited a first person shooter.
He has since clarified on Twitter that they are going for 1080p, 30 FPS for Bloodborne. They have chosen these specs now based on Bloodborne’s design. He clarifies, finally, that he never made a declaration that 30 FPS was best for action games.
We are to assign 1080p/30fps for #Bloodborne considering its game designs, but didn't say it’s the best choice for all action games.

After going back to the original interview source, it appears there was a mistranslation of the translator. Translator’s comments are below:
…I believe there was some misunderstanding as my translation was interrupted (sic) by Yamigawa-san in the middle. I talked with him and he didn’t mean that 30 FPS is the best option for ‘all’ action games. He meant that 1080p/30 FPS was the best solution for an action game like Bloodborne.
Bloodborne will be released February 5, 2015 to PlayStation 4.
