Gearbox may announce Borderlands 3 later this year according to President Randy Pitchford who told a fan that the studio is working on PlayStation 4 and Xbox One but added that presice launch platforms for the game have yet to be determined.
@TheFerns15 We're working on next-gen. Platforms TBD. We'll probably announce something later this year.

However, Pitchord later commented on GameSpot's story on his tweet calling it a "fabricated 'news' story":
Ever wondered how to fabricate a "news" story from arbitrary, disconnected comments and tweets? Here ya go: http://t.co/pvdvAY0R3W

Based on Pitchford's comments, it's hard to say whether or not we will see the game revealed this year but if Borderlands 3 is coming we'll probably get a first look at it in June at E3 or at the VGX awards in December.
The Walking Dead developer Telltale Games is currently working on Tales from the Borderlands, an episodic take on Gearbox's universe.
Borderlands 2 was released in September 2012 and is coming to PS Vita in May. Even if the game won't be revealed this year there's a strong chance it's coming to PC, PS4, and Xbox One. The series has always been known for its art style, co-op gameplay, and weapons combinations so hopefully Gearbox will expand on those aspects in a meaningful way for the next game.
