According to the PlayStation Blog, if you spend $100 in October in the store, you get $20 dollars back in November.

Anything and everything you purchase using your PSN wallet will count, but it'll be limited to the first $100 you spend. If you happen to be a PlayStation Plus member, you'll be able to squeeze more out of those $100 bucks thanks to your 10% discount.

The store offers games for the PS3, PSP/Vita, subscriptions, amongst other things–plenty of stuff to spend money on, should you have it.
