Another intriguing discovery was made in the GTA IV beta.

GTA IV may have planned a open theme park at Funland — this finding was by DOUGL4S1.
In the November 2007 beta build, Liberty Eye and the cart models are separated suggesting Rockstar had plans to make them rideable or at least animated.

On one level, a fully working Ferris wheel sounds like a pretty innocuous addition. Was this something for Niko to bring a date, or maybe for a major setpiece battle?
We could see the potential here, not for Niko, but for Luis to tumble in another wild boss battle for The Ballad of Gay Tony.
Of course, GTA V and GTA Online has the Pleasure Pier amusement park in Del Perro Pier, complete with a working Ferris wheel and roller coaster.
