The upcoming Call of Duty: Black Ops 3 will not allow players to carry over their stats from last-gen to new-gen consoles. For example, if you play the game on the PS3, your character stats and unlocks will remain on the PS3 and will not be transferable to the PS4 or anywhere else.
The studio confirmed that multiplayer stats and unlocks accumulated on last-gen platforms will stay on your old system, with no plans to allow stat migration. So if you plan on getting the game, you might as well pick it up on the PS4 or Xbox One unless you like the idea of spending hundreds of hours to unlock everything twice.

In previous Call of Duty games released on last-gen and new-gen systems, players had the option to migrate their unlocks and stats from last-gen to PS4 and Xbox One systems, making it easy for players to make the transition. We suspect that they chose not to invest the time and effort to allow migration this time around because most of the game's sales are expected to be on new-gen systems.
Black Ops 3 will be out on PS3, PS4, Xbox 360, Xbox One and PC on November 6.
