Legendary Sources and Mojos in Diablo 3 simply aren’t performing as well as they should be. Blizzard has admitted in a post that the two types of items have been affected by two issues, one of which has been dealt with.
Issue #1: Pre-patch 2.0.4, crafted Legendary Sources and Mojos had, on average, approximately 6% more damage than dropped Legendary Sources and Mojos.
Issue #2: Legendary Sources and Mojos (both crafted and dropped) are not currently being appropriately up-ranked to have more powerful base damage than Rare Sources and Mojos.
The first issue was caused by the same bug which caused crafted Legendary Crusader Shields to produce the wrong Block value, and has since been addressed. The second issue, however, remains—and was inadvertently caused by fixing the first issue.
To that end, Blizzard is looking to dealing with the second issue to make it so that Legendary Sources and Mojos, crafted or found, are more powerful than their rare counterparts. They should perform more damage, in other words.
Unfortunately, because the issue is one that relates to client-side data, it’s not something Blizzard can easily hotfix and requires a proper patch. Specific details, including an ETA, will be announced as soon as the studio figures out what it’s going to do.
