Square Enix is currently accepting PC Beta Testers applications for Final Fantasy XIV. According to the post, priority will not be given to applications based on the order of submissions, and the selection of testers will be totally random but be careful applying more than once will get you disqualified.
The prerequisites for the selection process are: you need to be atleast 18, have a Square Enix ID account, should be capable of submitting bug reports in either Japanese, English, French, or German and an internet connection capable of downloading large amount of data.
At the moment, the Beta tester application is only for the PC version and details on recruitment for the PlayStation 3 version will be released later.
