Valve has updated its Steam Greenlight service with a new concept section to separate finished games and those already confirmed to be in development from concept pitches.
Greenlight has faced criticism for previously not making a way for voters to discern finished games from concepts. The update is intended to address these issues.
Based on the new system, finished games will abide by the same rules as before, while votes provided to concept projects are for developer research purposes only. In other words, game developers will be able to use Steam Greenlight test the waters to see if anyone likes their idea before moving forward on the development of their games.
Likewise, concepts are exempt from the $100 submission fee, a measure which faced stern criticism from the independent game development community.
