The official website for The Division has an interactive Agent Intel section on it that provides you with small missions to complete. Completing each of these little tasks will provide you with a screenshot PDF a loot cache that you can find within the game itself.
Instead of playing through each of these somewhat time-consuming missions manually, one redditor has discovered that you can simply alter the URLs to find different maps with different caches in each. Each cache contains a randomized selection of items, so you should grab them early, if possible. There’s no added benefit in waiting to hit level 30 to loot them as they don’t scale to level.
