As we learned previously, getting homebrew on your machine requires a copy of Ubisoft's out-of-print Cubic Ninja compatible with your region's hardware. You'll also need an SD card with at least 1MB of free space, and then you simply follow the steps listed in the site above. Any model of 3DS (including New 3DS) will work with any firmware version (New 3DS has to be at least at v9.0).
You better act fast if you don't already own a copy of Cubic Ninja.
