Audio files have been found through datamining for Street Fighter V that confirm an in-game announcer, including six DLC characters who were teased at Paris Games Week. The files were originally posted on Reddit. You can access them playable in-browser through fansite Shoryuken.
The DLC Characters will be:

Guile – series mainstay and charge character from Street Fighter 2.

Balrog AKA Boxer

Ibuki – Originally from Street Figher 3, ninja-girl Ibuki who also appeared in Street Fighter 4.

Juri – A Street Fighter 4 debuting character

Alex – A Street Fighter 3 grappler who hasn't shown up in any other games so far.

Urien – from Street Fighter 3
As others have noted, Akuma, one of the most popular characters in the franchise, does not appear. There is also the possibility that he will be available as a secret unlockable or won’t be available until 2017.
It’s uncertain whether this implies the end of PC betas for Street Fighter V. It is possible that Capcom won’t want to risk more information leaking through PC betas, and will restrict them only to the PlayStation 4. The company recently announced the game’s beta schedule through October, but further dates haven’t been given. Earlier in the year, it was also confirmed that the game will never come to Xbox One.
