This is James Vega, and he looks utterly boring. The role of Vega is (apparently) meant to serve as a curious newbie to what's going on around Commander Shepard, acting as, say, a newbie to the franchise might. Why anyone would pick up the Mass Effect series on the third and final game is beyond *my* ability to logically comprehend, but I'm sure there are some foolish people out there that would do just that.
Is it just me, or does it seem like Bioware had a "douche bag" look in mind when they designed this dude. All he needs is polo shirt with an upturned collar and he'd be a regular Bro.
