It appears that XBOX is moving forward with the plans they announced for XBOX Cloud Gaming after all.

They shared a screen that shares the message “Get more cloud playtime” accompanied with a message that they can’t complete the user purchase right now.
Another screen shows code that has this text:
Add cloud playtime to stream eligible games that you own, are free-to-play, or are included with Game Pass.

Requires a supported device and a cloud-playable game purchased or included in a Game Pass subscription (sold separately). Cloud game library varies per region. Session limits apply.

XBOX announced they would add playtime limits to XBOX Cloud Gaming at the start of this month, but there would be a system so players can pay for more time if they wanted.
They also explained this change is happening because of the rising costs of the service. So now we only have to wait for prices, and what this will do to cloud.
