This is a guide on how to unlock all the characters in Dragon Ball Xenoverse. Just to be completist, we've included instructions to collect all Dragon Balls and summon Shenron too.
You start with your custom characters, and each saga unlocks a set. In order:

After finishing story mode, there will still be seven characters to unlock.
To get Bardock and Broly, you will need to collect the five Time Chasm Crystal Shards.
Shard 1 – beat Demigra
Shard 1 – Talk to NPC Recon in Toki Toki City
Shard 1 – Win Parallel Quest 49
Shard 1 – Win Parallel Quest 14, 18, or 42 using an ultimate finish
Shard 1 – Win Parallel Quest 2, 21, or 32 using an ultimate finish
Collecting all the shards will unlock the Legendary Super Saiyan Saga. Once you finish this saga, you will get Bardock and Broly.
To get Vegito, complete Parallel Quest 37.
To get Super Saiyan 4 Goku, complete all 55 Parallel Quests, including Legendary Super Saiyan Saga.
Lastly, to get Dragon Ball GT characters Super Saiyan 4 Gogeta, Super 17, and Omega Shenron, you need to summon Shenron and make a wish. Yes, that means gathering the 7 Dragon Balls, separately for each character. Thankfully, you can use any character for this.
Here’s how you do it:
Enter a quest, offline or online. Parallel Quest 2 is recommended because of its length and low difficulty. We’ll use that as the example here.
· Defeat Yamcha, Tien, and Krillin.
· A portal will open. Look for the time patroller, who is randomly generated.
· Accept the time patroller’s challenge to fight and beat them.
· You will get two messages after winning, that you got a material item and a key item.
· Now, enter the portal. Defeat Gohan and Piccolo, and if he appears, Goku.
· When you’re done you’ll get a Dragon Ball.
Now, you have to repeat this until you get all balls. You can repeat this in Parallel Quest 2 over and over, so if you don’t mind the repetition, do that to make it quick.
When you have all 7 balls, enter the Toki Toki City portal next to the Parallel Quest station. You can summon Shenron from the wish station inside. You will get a menu of wishes to make, so make sure to choose more characters.
