Powerups, which skipped Halo 4, will be coming back in Halo 5: Guardians.
Confirmation comes from Halo multiplayer designer Quinn DelHoyo, who explained to a fan that the feature simply didn't make it to the beta in time.

Powerups gave useful, but temporary abilities in the Halo games. For example, there was active camouflage, which made the user completely invisible for 30 seconds. They were temporarily replaced in Halo 4 with Armour Abilities.
Considering that the changes to the formula that were introduced in Halo 4 proved unpopular, 343 Industries promised to bring those features back.
DelHoyo promises that powerups will be ready for Halo 5: Guardians when it finally has its official launch later this year for the Xbox One.
