Survivor2299 was a hoax, that much is certain. But the game it was pretending to reveal may yet be in development as new documents attained by Kotaku exist as proof that a new Fallout—tentatively, Fallout 4—is being worked on by Bethesda Softworks.
According to Kotaku, which received the documents two weeks ago from a reader, the documents are for a casting call for a project code-named Institute. Kotaku has been able to confirm that the documents are indeed legit and include details about an upcoming Fallout title from Bethesda, which seems to take place in Boston. Although the word Fallout does not appear in these scripts, there are several references to Fallout's setting and locations.
The documents are the first definitive proof of a new Fallout game, and you can see one of them below.
"War. War never changes." A signature line from the Fallout series, typically voiced by Ron Perlman, is to be spoken by the player character, who is either male or female—though the reference to having a 'wife' in the document seems to indicate that the line is delivered by a male character, at least in this instance. Casting calls for both the male and female versions of the player character note that the player begins the game in a cryogenic sleep chamber.
The documents go on to describe some of the other characters in the wasteland, including a radio DJ named Travis Miles and an engineer named Sturges whom Kotaku describes as "a cross between Buddy Holly and Vin Diesel."
